Shelter – ‘Safe and Decent Homes’. ‘Working with local authorities to achieve a better private rented sector’.
This conference is made up panel discussions and six workshop sessions.
Mostly aimed at local authority officers the agenda looks at:
· Their role as campaigners for change and local innovators
· Recent, local innovations in private renting and public health
· How they can set up and make use of social lettings agencies
· How they can secure large financial penalties for rogue activity
· Taking advantage of the recently removed cap on magistrates' fines
· How they can use discretionary housing payments effectively to broaden access to the private rented sector and can create an effective licensing scheme in the face of local landlord opposition.

Although the programme is not yet finalised, it seems that this is also going to focus on how local authorities can work more effectively and engage with tenants. Many authorities have established their own system of working with landlords, with varying degrees of success whether via forums or accreditation; few seem to have established any mechanisms for considering tenants, or indeed other agencies that advise tenants – the agenda hopes to cover this topic
