Consultation on Proposals for Additional Licensing for Houses in Multiple Occupation (HMO)

The current five- year scheme will soon come to an end and the City Council is now looking to introduce a new scheme.

We want to hear your views on the proposals until 10 July 2018.

What is Additional Licensing?

Additional Licensing is a power available to local authorities under the Housing Act 2004 to licence privately rented Houses in multiple Occupation add (HMOs).

The Council can designate an area where it believes that certain statutory tests are met. Essentially these are areas where a significant proportion of HMOs that are not covered by Mandatory Licensing are being managed ineffectively and causing problems for those occupying the properties, or members of the public through matters such as poor property conditions and antisocial behaviour.

We are proposing to introduce a new scheme for additional licensing in certain areas of Nottingham, which includes parts of Arboretum, Berridge, Bridge, Dales, Dunkirk and Lenton, Mapperley Radford and Park, Sherwood, St Ann’s and Wollaton East and Lenton Abbey wards.

What it means for landlords and tenants 

Licensing makes sure that owners and managing agents work with the Council to manage their properties effectively. It ensures higher standards of accommodation for all. Landlords will know exactly what is expected of them and tenants will know what they should be offered by landlords. It also makes it easier for the Council to get involved if the landlord isn’t taking steps to deal with crime and the antisocial behaviour of tenants.
