Landlords and property agents should be aware of the implications of the Housing and Planning Act 2016, which received Royal Assent on 12 May 2016.  Regulations to implement certain parts of the Act are still awaited; however, the Act introduces a range of planning and housing reforms, including changes that:

• allow local authorities to apply for an order banning landlords and property agents from engaging in letting or related activity for a minimum of 12 months (Part 2);
• introduce a database of rogue landlords and property agents who have been convicted of a banning order offence (Part 2);
• establish a procedure that landlords can follow to recover possession of a property where it has been abandoned without a court order provided that they serve various warning notices (Part 3);
• allows the Secretary of State to impose duties in Regulations on private landlords to ensure electrical safety standards are met (Part 5).
